Background of the
UPEPO SC Constitution Development

Development of the UPEPO Student Council Constitution began on September 2002, shortly after the proclamation of the SY 2002-2003 SC officers. The officers believed that a Student Council Constitution will lay the groundwork for more active participation of students in school-related activities while setting up the parameters that these activities are bound with at the same time.
The Council made the development of the Constitution its very first priority project. We did not want, nor have the time, to totally reinvent the wheel so we used UP Diliman's constitution as basis. It was still a very difficult task, especially considering that the Council individuals are all working students and are managers or officers of their companies or organizations... but we have to step up to the plate, pick our brains, and make some sacrifices.
We met twice weekly, usually at night after work or after school hours... and using our own personal resources, too. Progress was painfully slow but we are on surefooting; the results are sometimes lacking but our resolve was soaring.
The Constitution went through several drafts in its almost three months of development. On December 2002, reproductions of the final copy were given out to the students for review and for subsequent ratification in a school-wide plebiscite. In December 14, 2002, the UPEPO studentry voted overwhelmingly, 100% as a matter of fact, for the ratification of the UPEPO Student Council Constitution!
